Initially, it will be introduced within commercial agencies of the national electricity and gas company (Sonelgaz), the national water company (Algérienne des eaux), Algérie Telecom, Naftal and in post offices.
This will allow for the payment of utility bills, El Moudjahid newspaper reports.
Mr Mahloul said this system should soon be rolled out to commercial centres and added that card payment is a way of developing and improving the services provided by AP.
Clients of the company already possess an electronic card, which until now only permitted the withdrawal of cash at ATMs. The system will be adapted so these cards can be used to make payments.
Mr Mahloul also announced that more than 700 new ATMs will soon be deployed in regions that do not currently have such services, La Tribune newspaper reported.
