Rural and Micro Finance Regulation in Ghana: Implications for the Development and Performance of the Industry

The purpose of this paper is to assess how the policy, legal and regulatory framework has affected – and been influenced by – the development of rural and micro finance institutions (RMFIs) in Ghana, especially in terms of the range of institutions and products available, their financial performance and outreach (particularly to the rural and lower- income population). This review of Ghana’s experience is intended to help guide other countries that are in the process of adopting legislation and regulations for RMFIs.
