Tis document aims to fourfold: 1/ Document the status of Protocol on Finance and Investment (FIP) implementation across fourteen member states as at July 2011; 2/ To present a measurement framework of indicators to monitor implementation progress; 3/ To present the indicators for 2011 as a baseline; and 4/ To identify strategic interventions that will support the implementation of the Protocol on Finance and Investment (FIP).
