Poverty Targeting and Measurements Tools in Microfinance

This report aims to provide objective reviews of two standardized tools that allow microfinance institutions to measure their poverty outreach and targeting of clients, focusing on two criteria: accuracy and user satisfaction. While the report is an initial exploration of this subject and more research is needed, the tools, the Poverty Assessment Tool (PAT) and the Progress out of Poverty Index (PPI), hold promise of being cost-effective ways to target and track outreach.
