Microfinance Regulation in Benin: Implications of the PARMEC Law for Development and Performance of the Industry

The purpose of this paper is to analyze the evolution and impact of the policy, legal, and regulatory environment since the enactment of the PARMEC in the UMOA countries, with Benin as a case study. The paper reviews the basic approach Benin has taken towards legislation and regulation regarding microfinance institutions (MFIs), and briefly analyzes whether the policy/legal/ regulatory environment has been conducive to commercialization of microfinance, either by licensing of MFIs or by commercial institutions moving downmarket.
