USAID's Development Credit Authority (DCA) was created in 1999 to mobilize local private capital through the establishment of real risk sharing relationships with private financial institutions in USAID countries. In 1999 USAID provided a series of Micro and Small Enterprise Development and Development Credit Authority loan portfolio guarantees to the Bank of Abyssinia (BOA), a long-standing, private Ethiopian bank. This evaluation assesses the outputs, outcomes, and impacts of the guarantee.
