Harnessing Somali Remittances for Counterterrorism, Human Rights and State Building

The first part of this report provides a brief overview of how Somali remittance organizations (SROs) are organized. The second part offers an overview of how SROs are currently regulated, suggesting that a decade of distrust has created a trust deficit between regulators and SROs. Finally, the report presents a set of recommendations for regulators.
