In this paper, starting from the very rudimentary financial system currently existing in Sierra Leone, the author outlines a strategy for financial-sector reform and development that builds on the stock of international knowledge and experience. The author focuses especially on getting the fundamentals right, the need for a well-formulated and appropriate regulatory strategy, and key policy areas in the first steps in the financial-market development process.
