This report draws on a variety of international data sources and uses international benchmarking against the median for lower-middle-income countries to identify major constraints, trends, and opportunities for strengthening growth and reducing poverty. A chapter particularly focuses on financial sector in Djibouti. The report argues that inefficiency in the financial sector constrains investment and business development; domestic credit to the private sector is shrinking relative to GDP.
