Various scam and advance fee fraud emails purporting or implying to be from or associated with the MFW4A Partnership, the MFW4A Partnership Secretariat (collectively the “MFW4A Partnership”) are circulating on the Internet.

Some of these emails request detailed information and/or money from individuals, businesses or non-profit organizations with the promise that they will receive funds or other benefits in return. These are advance fee fraud criminal activities. Other emails ask for registration fees for conferences allegedly sponsored by the MFW4A Partnership and for hotel reservations, again with the promise of certain benefits. These emails at times carry the MFW4A Partnership logo and originate from or refer to an email address which is made to look like a MFW4A Partnership email address. A number of these emails also refer to the leadership of the MFW4A Partnership and include a reference to the MFW4A Partnership website. These are FRAUDULENT emails.

These emails do not emanate from the MFW4A Partnership and are not in any way associated with the MFW4A Partnership projects, activities, initiatives or events. The MFW4A Partnership wishes to warn the public of these misleading practices and suggests that recipients of invitations such as those described above (whether sent by email or communicated by other means) verify their authenticity before sending any response. Do not communicate with anyone soliciting funds in the name of the MFW4A Partnership, as the MFW4A Partnership is not a commercial financial institution.

In particular, the MFW4A Partnership suggests that recipients do not send money or personal information in response to invitations from anyone from the MFW4A Partnership who claims to be awarding funds, grants, scholarships, certificates, lottery winnings, or prizes, and/or the MFW4A Partnership requested payment for registration fees and hotel room reservations, or other advance fee fraud scams in the name of the MFW4A Partnership. The MFW4A Partnership is a platform for joint action, dissemination of ideas and coordination amongst and between donors and the African financial sector stakeholders to address financial sector development priorities. The MFW4A Partnership does not solicit deposits from private individuals or conduct any commercial banking activity.

    Glossary

Cookie: A cookie is a small amount of data, which often includes an anonymous unique identifier that is sent to your browser from a website's computers and stored on your computer's hard drive. Each web site can send its own cookie to your browser if your browser's preferences allow it, but (to protect your privacy) your browser only permits a website to access the cookies it has already sent to you, not the cookies sent to you by other sites. Once the user has closed the browser the cookie will no longer be accessed during that session.

IP Address: When your web browser or email application requests a web page or email from another computer on the Internet, it automatically gives that computer the address where it should send the information. This is called your computer's "IP address." (IP stands for "Internet protocol.") For many users accessing the Internet from a dial-up Internet service provider (ISP), the IP address will be different every time you log on. MFW4A does this to learn about the geographical make-up of its web site traffic.

Web Beacons: Also known as "clear gifs," "web bugs" or "pixel tags," these are tiny graphics with a unique identifier, similar in function to cookies, and are used to allow us to count users who have visited certain pages and to help determine the effectiveness of promotional or advertising campaigns. When used in HTML-formatted email messages, web beacons can tell the sender whether and when the email has been opened. In contrast to cookies, which are stored on a user's computer hard drive, web beacons are embedded invisibly on Web pages.
